Macroeconomics

• Annual inflation slowed to 6.51% in June from 6.76% in May, but remained above the NBM’s target range of 5% ±1.5 percentage points for the third consecutive month. Monthly deflation was 0.06%, while consumer prices rose by 4.8% from the beginning of the year.

• Fixed capital investment fell by 2.4% year-on-year in the first quarter to 6.2 billion lei. Government investment increased by 13.4%, including a 40.4% rise in state-budget financing to 358 million lei, while foreign sources fell by 44.1% to 114.1 million lei.

Energy and Resources

• Following the acceleration of gas-market liberalization, Energocom Trading signed contracts with major industrial consumers, including Termoelectrica and Chisinau Glass Factory. The company is building reserves and preparing its supply portfolio for the 2026–2027 cold season and the next gas year amid volatility on the European market.

Foreign Economy and Trade

• Imports reached 101 billion lei in the first half of the year, 2.9 times exports of more than 35 billion lei. The largest export items were sunflower seeds at 4.9 billion lei and electrical cables at 4.7 billion lei; the leading imports were natural gas at 12 billion lei and petroleum products at 9 billion lei.

• The Customs Service transferred 20.38 billion lei to the budget in the first half of the year, 7.2% more year-on-year; VAT accounted for 68.6% of revenues. Since July 1, all 17 types of customs declarations and permits have been submitted electronically, while automated export-declaration clearance takes an estimated 15 minutes.

• Moldova is working to expand agri-food exports to China: the parties are preparing a protocol on honey, have advanced on access for sweet cherries and agreed to start procedures for fresh and dried plums, sunflower oil and grain. Moldova separately requested simplified access for its wines.

Government Regulation

• A package of labor-law amendments provides for zero-hour contracts, an increase in the annual overtime limit from 240 to 416 hours and a reduction in the minimum weekly rest period from 42 to 35 hours. For remote workers, absence without a valid reason for four consecutive hours during an eight-hour day may become grounds for dismissal.

• A new personal-data protection system aligned with the GDPR will take effect in August. Key areas of preparation for organizations include data-subject rights, impact assessments, information security, the functions of data protection officers, certification and administrative penalties.

• A draft regulation on textile waste introduces extended producer and importer responsibility for clothing collection and recycling. From January 1, 2028, only registered participants in the system will be able to sell new and used textiles; consultations on the draft run through July 21.

International Relations

• Moldova completed 18 of the 20 reforms planned for the first half of the year and may request the third EU tranche of 191.5 million euros under the Reform and Growth Facility. Another 40 measures with estimated financing of 380.8 million euros are planned for the second half, and 67 measures worth 593.4 million euros for 2027.

• All 27 EU countries approved a common negotiating position on Cluster 6, “External Relations,” and the convening of the third Moldova–EU Intergovernmental Conference in Brussels on July 14. The conference is expected to officially open negotiations on the cluster.

Investment and Projects

• Four major projects are being prepared under the Growth Plan: a regional hospital in Balti worth 117 million euros, energy efficiency for public buildings at 103.4 million euros, modernization of 20 schools at 51.7 million euros and reconstruction of about 134 km of the R7 and M3 roads at 232.1 million euros.

• Chisinau Glass Factory has been offered for an investment tender at a starting price of 773 million lei, with a requirement to invest at least 20.5 million euros over three years; applications are accepted through September 30. Auctions for Hotel Zarea, the Știința and Lumina publishing houses and the Izomer enterprise are scheduled for August 20.

Banks and Finance

• The NBM’s foreign exchange reserves totaled 5.21388 billion euros as of July 3, down 5.95 million euros over the week. Since the beginning of the year, reserves have increased by 109.62 million euros, or 2.15%.

• Parliament adopted the National Anti-Money Laundering Program for 2026–2030. Identified risks include the high share of cash, growth in non-resident clients and cross-border transactions; the measures provide for greater transparency of beneficial owners, risk-based supervision and financial sanctions.

Industry

• FlavoMill invested more than 13 million lei in a flour-milling complex in Grinauti, Riscani District. State support totaled 9.55 million lei, including a grant of about 2.3 million lei; the project created 20 jobs.

Agriculture

• Agricultural output increased by 8.5% in the first quarter to approximately 2.5 billion lei in constant prices, mainly due to livestock production (+8.8%). The pig herd grew by 10.7%, poultry numbers at agricultural enterprises by 51.2%, while the cow herd declined by 7.2%.

Business and Companies

• Tourism-industry turnover reached $1.374 billion in 2025, compared with $384 million in 2015; spending by Moldovan residents abroad accounted for 79%, while foreign tourists spent $153 million in the country. In the first quarter of 2026, the number of foreign arrivals reached a record 300.3 thousand.

• Wizz Air will launch flights from Chisinau to Alicante, Frankfurt-Hahn and London-Gatwick on October 25–26. Frequency to Bucharest will rise from 7 to 14 flights a week, with more services also to Bologna, Dortmund, Barcelona, Memmingen and Nuremberg.

Social Economy

• Food and non-alcoholic beverage prices increased by 5.86% over 12 months, with eggs up 27.9% and vegetables 15.37%. In June, food prices fell by 0.3% from May, mainly due to a 12.16% decline in vegetable prices.
