Chisinau will have a new regulation on the provision of assistance in paying for utilities in the cold season.
Chisinau mayor's office submitted the corresponding draft decision of the municipal council to public consultations. According to the project, in the cold season in 2021-2022, persons with an average monthly family income of up to MDL 3,600 during the year preceding the application for financial assistance will be able to receive financial assistance. At the same time, assistance is provided for young families if the average monthly income is up to 6,000 lei per person. When determining income, salary, pension, benefits, material assistance, income from entrepreneurial activities, etc., are taken into account, with the exception of benefits for the birth of a child, grants for burial, social assistance for eliminating the consequences of emergencies, social benefits for caring for disabled people of group I at home. According to the project, the beneficiary of financial assistance can be the owner of the housing, the owner of the contract for the lease of public housing (if there is a corresponding statement) or private housing in the presence of a rental / use contract registered with the tax authorities. The beneficiary must confirm the fact of payment for energy resources and utilities. Financial assistance will be provided for the supply of heat and water heating, for the supply of natural gas and electricity, for the purchase of coal and firewood for heating housing. Applications for assistance can be submitted to the praetor's office or mayor's office of the municipality where the accommodation is located, at Poșta Moldovei branches or by e-mail, if the application is signed with an electronic signature. Decisions on the provision of financial assistance are made by special commissions, which are created by the praetors and mayoralties of the cities and villages that are part of the municipality.
