
Moldova’s total public debt increased in April 2021 by 1 billion 508.4 million lei (+ 2.1%) and reached a new record level of 72 billion 433.7 million lei relative to the previous month.
The previous historical maximum of the total public debt of Moldova was 70 billion 925.3 million lei and was registered at the end of March 2021. In general, since the beginning of 2021, the total public debt of Moldova increased by 4 billion 613 million lei (+ 6.8%). According to the Ministry of Finance of Moldova, the increase in the total public debt in the first 4 months of this year was due to the growth of both internal and external public debt, expressed in MDL. In particular, the domestic public debt increased by 2 billion 657.6 million lei (+ 9.1%) - from 29 billion 235.6 million lei (at the end of December 2020) to 31 billion 893.2 million lei (at the end of April 2021). Herewith, the external public debt in MDL terms for the same period increased by 1 billion 955.4 million lei (+ 5.1%) - from 38 billion 585.1 million to 40 billion 540.5 million lei. At the same time, the share of domestic public debt in the total amount of Moldova's public debt at the end of April 2021 was 44% (a month earlier - 44.4%), and the share of external public debt - 56% (a month earlier - 55.6%). In general, the share of the total public debt in GDP at the end of April 2021 is estimated at 31.8% versus 32.9% at the end of 2020. At the same time, GDP in 2020, according to operational data, amounted to 206.35 billion lei, and by the end of 2021, it is forecasted at the level of 227.7 billion lei. The Ministry of Finance noted that at the end of April 2021, the share of public debt payable within one year amounted to 27.6% of the total, while the Public Debt Management Program in the Medium Term (2021-2023) provides for parameters of 15-25%. The share of domestic public debt in the total volume of public debt was 44% (previously approved parameters: 35% -50%), the proportion of external public debt in a certain currency in the total volume of external public debt amounted to 33.1% at the end of April 2021 (approved parameters: 20-40%). The share of public debt with a variable interest rate in the total public debt amounted to 39% at the end of April 2021, while the parameters were 25-40%.
