
In Moldova, starting from 2024, entrepreneurs will submit 11 fewer reports to the National Bureau of Statistics, and 4 fewer reports to the State Tax Service.
This was announced by the Ministry of Economic Development and Digitalization, noting that, thus, 15 reports will be excluded, another 9 will be digitized, and 14 will be optimized, which will reduce the content of the reports or the number of entrepreneurs who must submit them. At the moment, entrepreneurs must submit a total of 92 tax and statistical reports (59 to the NBS and 33 to the State Tax Service), and the reduction made is significant. The Ministry of Economic Development and Digitalization clarified that in terms of reporting to the National Bureau of Statistics, 2 reports were excluded: No. 1-leasing and No. 24-AGR; 14 reports combined into 5: M2 reports excluded; 9-AGR; No. 2-LIV-VII; 14-AGR; 15-AGR; 6-p ; PE; 23-H; 6-it; 1-BE; 8 reports digitized: 29-AGR; No. 1-INOV; No. 21-VÂNZ; No. 1-cheltueli; No. 24-AGR; No. 4-AGR Nr. 1-BE; No. 1-RE. In one report, the number of subjects was reduced. Report No. 1-tic “The situation of using information and communication technology products” for 2023 will be presented by 7,800 instead of 12,400 entities. One report had its content reduced. The Annual Structural Survey report has been adjusted, reducing the content by 2/3. In particular, 150 indicators out of 230 have been reduced, and these 150 indicators will be collected once every 3 years. Regarding changes in reporting to the State Tax Service, 2 reports were excluded: TFD 19 and CAS 18, and 4 reports were combined into 2: (DAJ17 and DASS19, DISM16 and DPP16). In 2 reports the frequency of submission was reduced. There is 1 simplified report: UNIF 21 for individual entrepreneurs who do not pay VAT, having up to 5 employees, and not 3 employees, as now. Excluded from the list of special documents issued by the tax authority are 6 primary documents (Act of purchase of rental services and related expenses; Record sheet for the purchase of milk; Waybill; Accompanying notice of the goods; Record sheet for the purchase of crop production and/or horticulture and/or objects of the plant world). The process of registering divisions with the tax authority was simplified; The process of obtaining information for filling out a financial report on local taxes has been simplified. As noted by the Ministry of Economic Development and Digitalization, by simplifying reporting, the authorities are helping entrepreneurs increase productivity and efficiency, reducing administrative costs. Most reports will be optimized for agricultural, industrial and energy companies. Easing the reporting burden is a key action in the fight against the informal economy to bring as many entrepreneurs into the formal economic chain as possible, so it is an absolute priority for the Government of Moldova. It is emphasized that the Cabinet of Ministers strives to transform Moldova into the best country for attracting investments and opening businesses and for doing business by 2027. The authorities’ task is to provide the simplest possible environment for doing business, reducing bureaucracy and corruption, accelerating digital transformation and thereby increasing entrepreneurs’ confidence in government institutions and providing them with space to develop innovation and implement creative ideas.
