The Ministry of Health has developed a National Program for Digitalization and Innovation in Healthcare for 2026–2030, which will require more than 830 million lei for implementation

The corresponding draft government resolution on the approval of the program was reviewed at a meeting of state secretaries. The National Program for Digitalization and Innovation in Healthcare for 2026–2030 provides for a profound transformation of the entire healthcare system, with the goal of creating an integrated, patient-centered digital ecosystem with access to high-quality, data-driven, and innovative healthcare services. According to the draft, by 2030, 80% of public healthcare facilities should be equipped with modern, secure, and compatible digital infrastructure. At the same time, a body will be created to manage access to medical data, communication networks will be modernized, and information storage and processing capacities will be expanded. There are plans to develop a platform for the exchange of medical data (MedConnect), which will ensure the functional and semantic compatibility of 90% of key IT systems and health registries by the end of 2029. Uniform data exchange standards, an audit mechanism, and controls will be approved. By 2030, it is planned to fully implement electronic health records for 90% of citizens. Digital management of patient consent, the creation of anonymous data repositories for science, the introduction of analytical tools, etc. are also planned. Telemedicine and digital services for citizens will also be promoted. By 2030, up to 50% of healthcare facilities will provide telemedicine services, and 30% of the population will use mobile applications for recording, accessing data, and communicating with doctors. At least 60% of internal processes in healthcare facilities will be digitized. In addition, there are plans to improve the digital competence of medical staff and the digital literacy of patients. In partnership with universities, non-governmental organizations, and private companies, digital innovations (artificial intelligence, sensors, etc.) will be introduced into the state healthcare system. The implementation of the program will require 831.9 million lei, including 560 million lei for the digital transformation of the sector and 259.7 million lei for the introduction of electronic medical records, etc. The program is synchronized with the EU Digital Agenda, the 2030 Digital Compass, and the WHO strategy on the use of technology in medicine. Its implementation will strengthen Moldova's position in the European digital health space. The program is expected to improve the efficiency of public healthcare institutions, open up new opportunities in telemedicine and IT for the healthcare sector, ensure equal and rapid access to healthcare services, especially in rural areas, and accelerate the introduction of innovations and legal support for AI and big data in medicine.
