
The Moldovan Parliament has passed in the second reading a bill aimed at supporting the digital economy and electronic services
One of the provisions of the bill concerns the introduction of a mechanism for attracting digital nomads. These are qualified specialists who work remotely for companies abroad or manage businesses using digital technologies. According to the authors, each digital nomad will contribute approximately 186 thousand lei to Moldova's state budget annually through taxes and duties. In addition, this mechanism will attract specialists from various fields to our country and create conditions for the migration of businesses from other jurisdictions to Moldova. At the same time, the mechanism for granting temporary residence permits for employment purposes to foreigners working in the IT sector in Moldova will be updated. Also, according to the document, economic agents managing POS terminals will be able to issue cash to payment instrument holders. This will be done upon request and subject to availability, but no more than 1,000 lei per transaction. In this way, the authorities want to increase digital inclusion and trust in modern payment instruments. The document also contains a number of benefits for the business environment. For example, the procedure for registering legal entities and individual entrepreneurs in state information registers, including in electronic form, will be improved. Barriers to the use of virtual cash registers will be removed and the obligation to print a receipt on physical media will be eliminated if it is issued in electronic form. The bill was supplemented for the second reading by an amendment from the chairman of the Committee on Economy, Budget, and Finance, Radu Marian, which concerns the elimination of conflicts and legislative obstacles affecting the functionality of collective financing service providers (crowdfunding). In addition, the amendment adapts the national regulatory framework to the European one.
