
The Moldovan Parliament approved in the first reading a new package to promote business development, which will eliminate unnecessary regulations in the private sector and save entrepreneurs up to 80 million lei per year.
The legislative initiative, aimed at eliminating bureaucratic barriers and simplifying the business environment, was developed by the Ministry of Economic Development and Digitalization in cooperation with other ministries and government agencies, the business community and with the support of the Economic Council under the Prime Minister and development partners. Legislative amendments were proposed based on the maps of obligations and processes prescribed by the regulatory framework. Their assessment revealed the limitations and burden of regulation in many areas of activity of economic agents. The sectors for which changes are proposed are the following: motor transport, trade and other related activities, veterinary medicine (animal health), labor, etc. In particular, in order to stimulate the activity of economic agents, it is proposed to lift the ban on the registration of persons with an inactive business or outstanding debts. Another ban that will be lifted concerns the payment of expected dividends, which is currently limited to quarters and half-years. The authors also propose to eliminate the obligation to publish in the Monitorul Oficial announcements about changes in the office address, company name and the beginning of the liquidation process. At the same time, the obligation to store in the State Register outdated information about the opening, modification, suspension and closure of current bank accounts and debt to the national public budget will be canceled. Another proposal concerns the activities of structures receiving tourists with accommodation and food services. Thus, in their case, notification of the National Agency for Public Health will be carried out by the local public authority in electronic form. The veterinary certificate for meat and other products of animal origin will also be canceled at the national level, but will remain mandatory for export. In the case of vehicles, the validity period of the veterinary certificate will be extended from 1 to 3 years. Similarly, it will be allowed to place catering establishments in individual residential buildings if they do not disturb neighbors. Herewith, it is proposed to cancel special requirements for personnel in the field of trade and public catering. In particular, there will be no need for mandatory special professional training for personnel in this area. The authors also propose to amend the Advertising Law. Thus, applicants will no longer need to obtain the consent of the owners of an apartment building if the advertising device is placed on the walls of non-residential premises and does not extend beyond the façade. Over the past 3 years, 6 packages have been developed and reviewed to reduce bureaucracy in the business environment.
