
The Government has approved the National Strategy for Capital Market Development for 2025-2030
The approved strategy contains an analysis of the current situation in the capital market, players, regulatory framework, infrastructure, gaps and potential. The strategic goals of the strategy are outlined - to give impetus to the development and ensure the functioning of an effective capital market, harmoniously integrated into the economic system of Moldova in order to support its economic growth. The strategy contains five main goals: increasing the access of companies to long-term financing through the use of capital market instruments; expanding the base of active investors in the capital market by facilitating investor access and increasing the attractiveness of investments in capital market instruments; modernizing the capital market infrastructure; developing new instruments in the capital market; harmonizing national legislation in this area in line with the EU accession process. Each goal contains specific objectives and priority areas. For example, it is planned to increase the access of SMEs to financial instruments in the capital market, simplify the supervision and monitoring of companies that are not state-owned, and reduce the number of inactive companies and accounts. It is planned to develop digital tools, identify digital solutions to improve the efficiency and quality of financial services, develop a regulatory framework for regulating digital financing (cryptocurrency), promote local government financing through municipal and project bonds, ensure free circulation of financial services and capital, etc. The strategy sets out specific goals. Thus, the number of public offers to issue new corporate bonds by 2030 should increase to 10, the amount of capital raised through a public offer should increase from 0.5 billion lei to 1.5 billion lei, and the amount of capital raised through collective financing should increase to 200 million lei. By 2030, it is planned that the number of non-professional investors in the capital market will increase from 144 to 100,000 persons, and the number of new institutional investors will reach 4, while the volume of assets they will manage will amount to 6 billion lei by 2030 (currently 0 lei). The stock exchange capitalization will grow from 11.44 billion lei in 2024 to 13.84 billion lei, the number of new market participants will increase from 2 to 10, the share of transactions carried out online will increase from the current 38% to 85% by 2030, and the share of international transactions will reach 10%.
