
In 2024, the national public budget deficit could reach 4.6% of Moldova’s GDP.
This is provided for in the draft state budget for 2024, submitted by the Ministry of Finance for public consultation. According to the project, it is proposed to approve the revenues of the national public budget in the amount of 107 billion 172 million lei (31.3% of GDP), and expenses in the amount of 122 billion 962 million lei (35.9% of GDP). The consolidated budget deficit will amount to 15 billion 790 million lei (4.6% of GDP). At the same time, compared to the approved and updated consolidated budget for 2023, its revenues in 2024 will increase by 4.4%, expenses by 1.4%, and the budget deficit, on the contrary, will decrease by 14.8%. The national public budget deficit will be financed from internal and external sources, including through loans, issue of government securities, etc. As for the components of the national public budget, about 62.2% of revenues will be state budget revenues - 66 billion 613.2 million lei, excluding transfers, which is 1.3% more than the planned amount for 2023. About 22.7% will be revenues to the state social insurance budget - 24 billion 317.2 million lei (excluding transfers), which is 10.3% more than in 2023. About 7.9% of the consolidated budget will be revenues from compulsory health insurance funds - 8 billion 420.7 million lei, excluding transfers (+9.5%). Local budgets will amount to 7.3% of the national public budget - 7 billion 820.9 million lei, without transfers (+9.2%). About 63.4% of the consolidated budget revenues will come from taxes and fees, 29.8% from compulsory insurance contributions, 2.3% from grants, and 4.5% from other revenues. As for expenses, an increase in expenses of the social insurance budget (+10%) and compulsory medical insurance funds (+7.8%) is projected, while expenses of the state budget (-2.2%) and local budgets (-3%) will decrease, excluding transfers. Herewith, about 88.2% of the consolidated budget expenditures will be used in 5 areas: social protection (38%) - 46 billion 744.1 million lei, education (15%) - 18 billion 397 million lei, healthcare (145%) - 17 billion 820.8 million lei, general public services (11.3%) - 13 billion 885.3 million lei, economic services (9.4%) - 11 billion 618.6 million lei.
