Local tax rates in the municipality of Chisinau are planned to increase by an average of 6% in 2024.
This is provided for by a draft decision on the approval and implementation of local fees for 2024. In accordance with the recommendations of international experts, the rates of local fees in Chisinau are increased annually in accordance with the average inflation rate for the year preceding the approval of the decision. Thus, in 2022, rates were indexed by 3.8% (inflation level for 2020), in 2023 - by 5.1% (for 2021). The benchmark for local tax rates for 2024 is the 2022 inflation rate of 28.7%, but such an increase could become a tax burden for businesses, so the municipality is proposing a 6% rate increase. In particular, in 2024, fees for territory improvement will increase - from the current 174 to 185 lei per year for 1 employee; for advertising placement - from 5.5% to 5.8% of income from the sale of services for placement and/or distribution of advertising; for the use of local symbols and for organizing auctions and lotteries - from 0.27% to 0.3%, for parking - from 33 to 35 lei per year per 1 sq. m; for temporary residence – from 5% to 5.3% of income from sales of services. The fee for advertising devices (the current rate is 815 lei) is proposed to be approved at the rate of 865 lei per year per 1 sq.m. applied to an advertising device, while for advertising placed on vehicles the fee will be 400 lei per month. A higher market fee is also provided: for food, agricultural, non-food and mixed markets the fee will increase from 53 to 56 lei per year per 1 sq. m. Fee rates for car markets will range from 17 to 96 lei per 1 sq. m., depending on the category (currently the fee ranges from 16 to 91 lei). For flower markets operating around the clock, which are located along the perimeter of cultural and recreation parks, the local fee will increase from 914 to 970 lei per 1 sq. m; and for other flower markets - from 77 to 82 lei per 1 sq. m. The collection rate for second-hand markets will increase from 20 to 21 lei per 1 sq. m. The fee for dog owners will remain at the current level - 120 lei per animal, as well as the fee for sanitary cleaning - 10 lei per person. The fee for entities that provide passenger transportation services in taxi mode is planned to increase from 370 to 400 lei per month per vehicle, while the amount of fees for entities that serve regular routes will remain at the current level (from 325 to 700 lei per month, in depending on the route). Local fees for trade and services will increase by 6%, while some categories of entities are planned to be clarified or differentiated. For example, for entertainment centers with an area of up to 500 sq. m fee will be 5600 lei with an area from 501 to 1000 sq. m. – 9000 lei, more than 1001 sq. m – 11,600 lei per year (currently a flat rate applies to entertainment centers, in 2023 it will be 5,300 lei). The local fee for casinos will increase from 1 million to 1.06 million lei, for organizers of electronic casinos - from 500 thousand to 530 thousand lei. The fee from halls for organizing bets, including the sale of lottery tickets, will increase from 15.8 thousand to 16.75 thousand lei, the organizers of halls with slot machines with winnings will pay a fee of 339.2 thousand lei instead of 320 thousand lei. Starting from the new year, the fee for gas stations will increase from 84 thousand to 89 thousand lei per 1 pump; for charging stations for electric cars, the zero fee rate will remain. The fee for online stores will increase by 500 to 8,500 lei (for fruit and vegetable producers who sell their products online, the rate will remain zero).
