The change in the pricing formula for the natural gas bought by Moldovagaz from Gazprom in the fourth quarter of 2022 will not affect the tariffs for end users - ANRE.
According to the statement of the National Energy Regulatory Agency (ANRE), the entire impact of the purchase price has already been included in the structure of the approved regulated prices at the calendar year level. According to the contract between Moldovagaz and Gazprom, the natural gas purchase price is set every month depending on the Dutch TTF trading platform and the oil products blend component. In Q1 and Q4, 70% of the price depends on the price of the oil basket and 30% - on market gas prices. In Q2 and Q3, the inverse formula is used: the price of gas is made up of 70% of the previous month's average gas price (TTF front month) and 30% of the oil basket price. Under the conditions of 2022, when the market price has a continuous upward trend, the formula for the first and fourth quarters of this year ensures a lower purchase price for Moldovagas than in the second and third quarters. It is specified that in October the purchasing price amounts to $1074 per 1 thousand cu. m. (September - $1883). At the same time, ANRE notes that the Methodology of Calculation, Approval and Application of Regulated Prices for Natural Gas Supply stipulates that natural gas supply tariffs for final consumers are based on an annual weighted average purchase price of the supplier.
