
In October 2022, Russian gas supplies to Moldova have been cut by 30%: out of 8.06 million cubic meters per day, PJSC Gazprom confirmed 5.7 million cubic meters per day.
According to the Vice Premier, Minister of Infrastructure and Regional Development Andrei Spinu, JSC Moldovagaz has paid Gazprom the advance payment for September in full, but Gazprom has confirmed only partially the volume of October deliveries to consumers on both banks of the Dniester. "In this sense, the situation of last October repeats, when supplies were limited by 30%. The difference is that this year we have a signed contract that must be respected. We have always stated that we will fulfill our contractual obligations in good faith and we expect the same from the other side," said the minister. Under the contract with Gazprom, 250 million cubic meters of gas are to be delivered to Moldova this October, of which 80 million cubic meters (2.58 million cubic meters/day) to consumers on the right bank of the Dniester and 170 million cubic meters (5.48 million cubic meters/day) to consumers on the left bank of Dniester, including the Moldovan HPP. According to Spinu, under the contract with Gazprom, an annual transit capacity of 5.7 million cubic meters/day is reserved for Moldovagaz (the State Enterprise "Grebeniki" - 4.5 million cubic meters/day, the State Enterprise "Alexeevca" - 1.2 million cubic meters/day). The additional capacity was to be reserved for October 2022. As a result, it was found that Gazprom did not organize the reservation of additional capacities requested by JSC Moldovagaz in the amount of 2.36 million cubic meters/day. "If Gazprom fulfills its contractual obligations, the capacities required by JSC Moldovagaz can be secured through daily auctions. In this regard, on September 30, Moldovagaz has sent to Gazprom a request for reservation of additional daily capacities for the period from October 1 to October 7 for both banks of the Dniester. The approximate gas purchase price for October is $1028 per thousand cubic meters, which is more than 40% less than in September 2022" - noted Andrei Spinu. At the same time, on October 1, PJSC Gazprom reported that the confirmed volume of gas supplies was predetermined by the Ukrainian party's refusal to accept Russian gas at Sohranivka gas metering station. The Russian concern also noted that the Moldovan party regularly violates the provisions of the contract regarding the terms of payment for the supplied gas. "At the same time due to the fault of the Moldovan side the agreement on settling the historical debts for the gas supplied in the previous years has not been signed yet.
