The government gave a positive conclusion to the draft amendments to the Law on the Oil Products Market and proposed a number of clarifications to improve the document.

According to Deputy Prime Minister, Minister of Infrastructure and Regional Development Andrei Spinu, the main part of the proposals is aimed at eliminating possible ambiguous interpretations and observing the principle of consistency of legal norms. In its conclusion, the government recommends to oblige NAER to publish on its website all the components provided for in the formula for calculating the maximum retail prices for basic petroleum products of the standard type. This is necessary to ensure greater transparency and understanding among consumers of the process of setting maximum retail prices for basic petroleum products. The government pointed to the rules regarding the entry into force of laws. The draft law proposes that the amendments to the Law on the Market for Petroleum Products come into force from the date of publication in the Monitorul Official. However, the general rule stipulates that regulations come into force one month after publication. Other dates for the entry into force of the document can be established only in a number of cases, while the information note to the draft law should contain an analysis of the impact of regulation. Recall that last week the parliament adopted in the first reading of the week amendments to the Law on the Oil Products Market. They provide for the liberalization of prices for types of fuel, with the exception of standard ones: A-95 gasoline and diesel fuel, the maximum retail price of which will be set by NAER. Retail sale of other basic petroleum products, other than those for which the maximum prices are set, will be allowed, provided that they are sold at the same station as the standard products. It is expected that under these conditions the state will be able to provide consumers with the necessary oil products at regulated, reasonable, transparent, non-discriminatory and easily comparable prices, observing the established quality parameters and, on the other hand, will give them the opportunity to freely choose alternative oil products.// 19.08.2021- InfoMarket.
