Moldovatransgaz, natural gas transportation system operator, to be appointed balancing body of Moldova.
This is stipulated by the draft of the relevant decree of the National Energy Regulatory Agency of Moldova (ANRE), which is submitted for public consultation. It is planned that within 10 working days from the date of approval of the ANRE decree Moldovatransgaz will submit to the energy regulator an action plan for the implementation of the Natural Gas Market Rules and the Code of Gas Networks, previously approved by the ANRE decision, in terms of balancing gas networks. According to the Natural Gas Market Rules, the balancing authority is the transmission system operator appointed by ANRE to perform the balancing function in the balancing zone. The obligations of the balancing body include: to operate the natural gas transportation network on the territory of Moldova on the basis of a license for the transportation of natural gas; have qualified personnel to perform the balancing function; have the correct and reliable information systems necessary to achieve the balancing function; keep separate records of costs and revenues generated by balancing activities compared to other activities performed, especially as a result of natural gas transportation activities. To ensure the efficient operation of the natural gas system in the balancing zone of Moldova, the balancing body has the following functions: balancing in the balancing zone of Moldova; conclusion of balancing agreements and agreements on cooperation with operators of transmission and distribution systems in the balancing zone of Moldova; procurement of SSP (short-term standardized products) and balancing services under transparent and non-discriminatory contracts; cooperation with operators of trading platforms to promote the development of the natural gas market; setting a payment for neutrality; receiving, collating and confirming commercial notices from the Balancing Party (BP) to the virtual point of sale on a regular basis; operational balancing, determination (calculation) of actual flows of natural gas at points of intersystem connection between Transmission System Operators in the balancing zone of Moldova; presentation of information to the BP on the distributed capacities and imbalances; commercial balancing of balancing portfolios, in particular the identification of imbalances, the cost of correcting imbalances, payments for imbalances and their financial calculation; determination of account balances in the network and monthly amounts to be paid; providing information on transparency in the wholesale market and in the balancing zone of Moldova in accordance with the Natural Gas Market Rules. // 18.05.2021- InfoMarket.
