Moldova recognized as the most active EU candidate country in activities conducted under the EU’s Fiscalis program – the State Tax Service
According to the State Tax Service of Moldova, which implements the Fiscalis program, this statement was made during a meeting of national Fiscalis program coordinators held on May 21–22 in Madrid. According to statistics provided by the European Commission, Moldova registered the highest number of participants in joint activities funded under the Fiscalis program. This result reflects the State Tax Service’s high level of engagement in program-organized activities, including working visits, working groups, and thematic seminars. During the meeting, the national coordinator of the Fiscalis program, Tatiana Grosu-Boțaniuc, presented the State Tax Service’s experience in participating in the program’s activities, highlighting the benefits of international cooperation, the exchange of best practices, and institutional capacity building. The meeting agenda included issues related to the program’s mid-term evaluation, the use of technical assistance tools, the prospects for the development of expert groups, as well as the strengthening of cooperation among participating tax administrations. As emphasized by the State Tax Service, the agency’s active participation in the Fiscalis program contributes to the modernization of tax administration and its adaptation to European standards and practices in the tax sphere. The State Tax Service has been actively participating in the European Union’s Fiscalis tax cooperation program since May 2024, having received a second grant under this program. It was previously reported that Moldova has joined the EU’s FISCALIS program for tax cooperation and will gain access to €269 million. Moldova will receive support to improve the functioning of the internal market, stimulate competitiveness, and promote fair competition. Additionally, the implementation of this agreement will fund a number of measures aimed, among other things, at strengthening IT capacity through the development and operation of European electronic systems. The program will be implemented by the State Tax Service from 2023 to 2027. The total cost of the program is €269 million. Moldova’s contribution will amount to approximately €20,000. Moldova’s participation in the EU’s FISCALIS program will help improve the exchange of tax information and strengthen administrative capacity, as well as enhance IT skills through the development and operation of specialized electronic systems. The €269 million in assistance planned for 2023–2027 is intended to cover expenses for preparation, monitoring, control, audit, evaluation, and other program management activities, as well as the assessment of the achievement of its objectives. In addition, this amount may cover expenses related to training, expert meetings, and information events, provided they are related to the program’s objectives, as well as expenses related to the technical and administrative assistance required for program management. It should be noted, however, that Moldova will be required to pay a participation fee for the program. The participation fee is determined as a percentage of the operational contribution. Under the agreement, the participation fee will amount to 4% of the initial annual operational contribution and will be phased in gradually: from 1.5% in 2023 to 4% in 2027. The participation fee is not subject to adjustments or corrections. Contributions may be paid in one or two installments per year, depending on the outcome of negotiations. Any delay in the payment of the financial contribution will result in Moldova paying interest (the rate is not specified in the government documents) on the outstanding amount from the payment date. // 25.05.2026 – InfoMarket.
