Business and citizen trust in the State Tax Service of Moldova is growing – STS
The State Tax Service has presented the results of surveys measuring taxpayer trust and satisfaction with the agency's activities. The survey was conducted by Magenta Consulting with financial support from the Government of Sweden. The study covered 359 companies and 803 individuals and was conducted in January and February. The business survey showed that satisfaction with interactions with the STS has increased compared to previous years: 86% of respondents (+1 percentage point) are satisfied or very satisfied with STS services. Among legal entities, the most common forms of interaction remain filing tax returns (99%), requesting information, and submitting applications to the service. Companies positively rated interactions with STS staff (94% of respondents rated interactions as positive) and the clarity of the information provided, with 90% of companies believing that the STS helps them voluntarily comply with their tax obligations. At the same time, the study showed that electronic tax services are widely used by businesses. The most popular services remain the "Electronic Declaration" (used regularly by 95% of respondents), e-Invoice (87%), and "Taxpayer Current Account" (75%). Respondents also complained about technical glitches on the State Tax Service platform, slow loading times, and problems with the e-Invoice and electronic signature. They spoke in favor of increasing the platform's speed, reducing technical errors, and simplifying certain procedures. Among individuals, 88% (17 percentage points more than in the previous survey) stated that they were satisfied with the State Tax Service's services, and 24% were very satisfied. Approximately 85% of individual respondents stated that they interact with the State Tax Service in person rather than online, while almost 60% believe that even more tax services could be transferred online. Citizens expressed a request for more active information dissemination, the development of online communication, and the expansion of digital services. The survey results were presented on May 21 at the "Dialogue for Trust" event, organized jointly with Fiscal Monitor FISC.MD. Representatives of the Ministry of Finance, the Economic Council under the Prime Minister, the business community, industry associations, development partners, and State Tax Service staff participated in the discussion.
