
Moldova's Ministry of Finance and Italy's Customs and Monopolies Agency exchange experience on own resources and excise duty deferral schemes
According to the Moldovan Ministry of Finance, in particular, issues of strengthening cooperation on the own resources system and the excise duty deferral regime were discussed during an online meeting between the Moldovan Ministry of Finance and the Italian Customs and Monopolies Agency (ADM), with the participation of the management and specialists of the relevant departments of the ministry, representatives of the Customs Service and the State Tax Service. The meeting focused on aspects of importance to Moldova: harmonization of national legislation with the requirements of the system in the perspective of European integration; assessment of the possibility of introducing a similar national system adapted to local needs and capabilities; strengthening technical cooperation and exchange of best practices with the Italian customs authority. Representatives of ADM Italy gave a detailed presentation of their own resources system, focusing on the regulatory and administrative framework, as well as on collection, payment, and control procedures. The excise duty suspension system and the functioning of the EMCS (Excise Movement and Control System) were then examined. The EMCS is an IT system used in the European Union to monitor in real time the movement of excise goods such as alcohol, tobacco, and energy products under suspension arrangements. The session was followed by an active question and answer session, during which participants explored the applicability of the mechanism in their national contexts. According to the Ministry of Finance, this interaction has become a valuable platform for exchanging experiences, promoting technical dialogue, and supporting Moldova's goals related to its own resource system and the modernization of tax and customs administration in line with European standards. // 29.05.2025 — InfoMarket
