The Association of Foreign Investors in Moldova reported this following its participation in a working meeting organized under the auspices of the Public Services Agency, which was dedicated to examining the mechanism for reviewing foreign direct investments and identifying ways to improve the regulatory framework. During the consultations, participants analyzed the practical aspects of implementing the provisions of the Law on the Mechanism for Reviewing Investments Significant to National Security and the government decree on the Council for Reviewing Investments Significant to National Security, as well as the challenges investors face in implementing the mechanism. The FIA once again emphasized the importance of a regulatory framework that strikes a balance between national security objectives and the need to maintain a competitive investment climate. It was noted that it is of utmost importance to the investor community that vetting procedures be clear, transparent, predictable, and proportionate, and that the authorization process ensure legal certainty and avoid undue administrative burdens. It was emphasized that, in the context of Moldova’s European path, improvements to the vetting mechanism should align with the principles and best practices promoted at the European Union level, thereby contributing both to strengthening national security and maintaining the country’s attractiveness for foreign investment.
