This is provided for by the relevant amendments to the Railway Transport Code, which Parliament adopted in the second reading. The changes concern the co-financing of the railway sector. The bill was drafted by the Ministry of Infrastructure and Regional Development, which noted that the possibility of co-financing rail transport could help optimize traffic flow in certain regions of the country. The explanatory note to the legislative initiative cites the connection of Chisinau Airport to the national rail network as an example. The document also contains provisions regarding the conclusion of a long-term contract for the management of railway infrastructure, as well as a contract for the provision of public passenger transportation services. This is necessary to utilize the 300 million lei allocated under the 2026 State Budget Law, including prior to the completion of the reorganization of the state-owned enterprise “Moldovan Railways.” This will make it possible to co-finance maintenance, repair, and development of the railway infrastructure, as well as to support the expansion of passenger rail services in line with citizens’ needs. According to the document, the Ministry of Infrastructure and Regional Development will retain the authority to conduct tenders for the award of public service contracts, while the government will gain the right to decide on the direct award of such contracts in cases provided for by law. The bill provides for the simplification of procedures for approving certain European regulations in the railway sector and for facilitating operators’ access to the passenger rail transport services market.
