As reported by the EU Delegation to our country, with the support of the EU and the European Investment Bank (EIB), preparations are underway for key projects that will fundamentally and positively change the way citizens travel, the delivery of goods, and the functioning of trade both with the European Union and within the region. Modern and repaired highways, modernized railways, and efficient logistics hubs are among the top priorities today. Behind all these projects stands the Eastern Partnership Investment Mechanism for Connectivity (EPIC), which is funded by the EU and the EIB. EPIC provides the necessary support to ensure that initiatives are clearly planned, meet European standards, and are properly prepared for financing. Essentially, infrastructure modernization means that connections between people, goods, and opportunities will improve. As Moldova moves closer to the EU and becomes connected to the Trans-European Transport Network (TEN-T), the benefits and advantages of these initiatives are becoming increasingly visible and tangible. Travel for citizens will become faster and safer, freight transport more efficient, and companies’ access to European markets easier. In addition, investments in infrastructure help adopt and implement more sustainable solutions that have less of a negative impact on the environment. All these efforts are supported by the Moldova Growth Plan—a €1.9 billion financial package that the European Union will allocate through 2027. To date, over 500 million euros have already been disbursed, and the funding continues to support reforms and investments in key sectors, including transportation. “The Moldova Growth Plan reflects the European Union’s commitment to supporting the reforms and investments necessary for the country’s development. For Moldova, modern infrastructure is a significant part of these efforts, as it helps connect the country to European networks and strengthen its economy,” noted EU Ambassador to Moldova Iwona Piórko. The areas covered by the Growth Plan include the modernization of over 200 km of roads, the construction of the Iasi-Chisinau-Odessa highway, connecting Moldova’s railways to the EU network, and the implementation of modern solutions such as smart transportation systems and road safety programs. In addition, approximately 7.7 million euros have been allocated for reforms in the transportation sector and to strengthen economic resilience. The key objective is to connect Moldova to the TEN-T network. This system links cities, ports, and economic centers across Europe via roads, railways, maritime routes, and logistics hubs. Integration into this network provides access to major European corridors and funding opportunities for infrastructure development. It also helps stimulate trade, attract investment, and foster economic growth. “Investment in infrastructure is essential for a more competitive economy that is more closely linked to European markets. “Thanks to the projects we support, Moldova is taking concrete steps toward its integration into European networks and toward creating real opportunities for development,” said Alberto Carlei, Head of the EIB’s Representative Office in Moldova. EPIC’s flagship projects include the modernization of the Chisinau Ring Road (sections 4–6), the M3 highway connecting the capital to the port on the Danube, and the R7 highway linking Moldova with Ukraine and Romania. In addition, strategic projects are to be implemented: the construction of the Chisinau-Ungheni railway line, which will be the first electrified railway in Moldova built according to European standards, and the construction of a multimodal freight terminal in Chisinau. Proper preparation of infrastructure projects is of paramount importance for their subsequent translation into actual investment. Throughout this process, the EPIC mechanism provides Moldovan authorities with the necessary support to develop well-thought-out projects. “It is very important for us to develop projects that meet the real needs of the people and the economy. The support provided by the EPIC mechanism helps us set clear priorities and develop projects that can then be implemented and financed,” said Vladimir Bolea, Minister of Infrastructure and Regional Development. The EPIC mechanism was launched in 2022 by the European Commission, the EIB, the EBRD, and the World Bank. The initiative aims to improve connectivity within the Eastern Partnership region, as well as between that region and the European Union. To date, Moldova is the region’s leading beneficiary of assistance provided through the EPIC mechanism. To date, EPIC has supported 10 projects in the country (2 completed, 8 still underway). These projects serve as a foundation for preparing for future investments and help connect Moldova to European transport networks.
