The National Energy Regulatory Agency made this decision at its meeting on September 28. Previously, Termoelectrica had asked ANRE to increase its tariff by 82.6%—from the current 2,020 lei to 3,689 lei per Gcal (+1,669 lei), while CET-Nord had requested a 96% increase—from 2,201 to 4,314 lei per Gcal (+2,113 lei). In addition, ANRE raised the regulated prices for electricity produced by these companies: Termoelectrica—by a factor of 2—from 2.31 to 4.62 lei per kWh, and CET-Nord—by a factor of 1.8—from 2.77 to 5.07 lei per kWh. At the same time, these companies had previously requested larger increases in the regulated prices for the electricity they produce: Termoelectrica—from 2.31 to 5.21 lei per kWh (2.2 times), CET-Nord—from 2.77 to 6.99 lei per kWh (a 2.5-fold increase). As noted in a statement by the National Energy Regulatory Agency, the adjustment of prices and rates was primarily driven by a significant increase in the cost of purchasing natural gas, which accounts for the bulk of the cost of producing electricity and heat. Natural gas costs account for more than 80% of the total cost of producing electricity and heat at municipal combined heat and power plants. The need for the revision was also driven by the approval of new regulated prices for natural gas supply to certain categories of end users, changes in production schedules, adjustments to regulated electricity prices, the inclusion of approved investments in the tariff base, updates to base costs and macroeconomic indicators, as well as a recalculation of the regulated revenue adjustment component. In making its decision, the ANRE took into account actual cost trends for the period from January through August 2026 and forecasts for the upcoming period. In addition, regulatory fees were excluded from the calculation of regulated expenses for the period from October 1 to December 31, 2026, in accordance with the NARE decision dated September 8, which set the regulatory fee rate at 0% effective October 1. The approval of new prices and rates is intended to reflect the actual costs of regulated operators and ensure the conditions necessary for the stable operation of the heat supply system during the cold season, while protecting the interests of end consumers.
