
Moldova’s internal public debt increased 2023 by 176.6 million lei (+0.5%) in May and reached a new record high of 36 billion 518.35 million lei.
Overall, since the beginning of this year, it increased by 2 billion 025.9 million lei (+5.9%). It should be noted that the previous record figure of internal public debt of Moldova was registered at the end of April 2023, when it amounted to 36 billion 341.7 million lei. According to the Ministry of Finance, the growth of internal public debt in January-May 2023 was mainly due to the increase in government securities (GS) issuance on the primary market by 2 billion 133.9 million lei. In particular, in late May 2023, the debt on state securities issued in the primary market amounted to about 22 billion 323.72 million lei, up by 2 billion 133.92 million lei (10.6%) as compared to the end of 2022 (20 billion 189.8 million lei), which accounted for 61.1% of the total internal public debt. At the same time, the debt on bonds issued for the fulfillment by the Ministry of Finance of payment obligations arising from state guarantees dated November 17, 2014 and April 1, 2015, at the end of May 2023 amounted to 12 billion 061.2 million lei, without changing, compared to the situation at the end of 2022. It accounted for 33% of the total amount of Moldova's internal public debt at the end of May 2023. At the same time, the debt on converted government securities as of the end of May 2023 amounted to 2 billion 133.43 million lei, having decreased, relative to the situation at the end of 2022 (2 billion 241.37 million), by 107.94 million lei (-4.8%) and amounting to 5.9% of the total amount of internal public debt as of the end of May 2023. According to the Ministry of Finance, in January-May 2023, the weighted average interest rate on government securities sold at auctions amounted to 11.71% (by types of government securities: 91 days - 12.5%, 182 days - 11.64%, 364 days - 11.35%, 2 years - 13.21%, 3 years - 10.51%), 5 years - 8.5%, 9 years - 9%), which is 2.06 p.p. less compared to the same period in 2022. As previously reported by the InfoMarket agency, Moldova's internal public debt in 2022 increased by 1 billion 211 million lei (+ 3.6%) and amounted to 34 billion 492.37 million lei as of late December.
