The National Agency for Energy Regulation (ANRE) obliged Apă-Canal Chișinău to review its internal procedures in order to ensure the continuity of service provision in risk situations.

The energy regulator took this decision after reviewing the Report on the results of an unscheduled inspection performed at Apă-Canal Chișinău on February 3. The purpose of the control was to verify the license activity of Apă-Canal Chişinău in terms of ensuring compliance with sector legislation, especially the quality and continuity of service provision to consumers on February 2, 2023, after the shutdown of pumps at the drinking water pumping station at Botanica. As a result of an unexpected inspection, ANRE found that the non-functionality of the information system SCADA (System of monitoring, control, data collection) due to the blackout in the administrative block at 38 Albisoara St. did not affect the work of the pumping stations, due to the availability of typists or, as the case may be, the possibility to delegate additional personnel to the pumping stations. Thus, the disconnection of the drinking water pumping station at Botanica was unjustified. ANRE obliged Apă-Canal Chișinău to review by April 30 its internal procedures in order to ensure the continuity of water supply and sanitation services in risk situations, as well as to ensure effective communication with consumers in cases of public messages that mislead the end users regarding the continuity of the service provided. Similarly, ANRE obliged the operator to comply with the "Safety norms for the operation of electric installations" and the "Norms for the operation of electric installations of non-household consumers". At the same time, the agency prescribed a series of actions for Apă-Canal Chișinău to eliminate the violations found in this respect. // 31.03.2023 – InfoMarket
