The Chisinau Municipal Council approved in the first reading the municipal budget for 2023.
According to the approved draft with 39 votes of municipal councilors, the revenues of the municipal budget of Chisinau will amount to 6 billion 794.2 million leis, up 25.2% compared with the revenues approved for 2022. Of the total amount of planned revenues, about 55.6% will consist of transfers from the state budget - 3 billion 777.5 million lei, which is 26.6 million lei less than in 2022. Next comes the own revenues of the municipal budget with a share of 12.2% of the total amount, 825 million lei, which is 4.7% more as compared with the approved amount for 2022. The municipal budget expenditures for 2023 are planned at 7 billion 341 million lei, which is by over 11% more than the expenditures approved for 2022. Almost 67% of expenditures will be directed to education, culture, health and social protection. The deficit of the municipal budget of Chisinau in 2023, according to the draft, will exceed 547 million lei. It is expected to be covered by internal borrowings and issuance of municipal bonds (about 750 million lei), external financing (about 119.4 million lei), the balance of municipal budget accounts at the beginning of January 2023 (about 70 million lei) and sale of apartments by the population (about 1.5 million lei).
