The Chisinau Mayor's office will organize public consultations on the draft municipal budget for 2023 on December 20.
According to the draft submitted for public consultations, it is proposed to approve the revenues of the Chisinau municipal budget in the amount of 6 billion 794.2 million lei, which is 25.2% more compared to the revenues approved for 2022. Of the total planned revenues, about 55.6% will be transfers from the state budget - 3 billion 777.5 million lei, which is 26.6 million lei less than in 2022. Own revenues of the municipal budget will amount to 12.2% of the total - 825 million lei, which is 4.7% more than the approved amount for 2022. Municipal budget expenditures for 2023 are planned in the amount of 7 billion 341.2 million lei, which is 11.1% more than expenses approved for 2022. Approximately 66.7% of spending will be directed to education, culture, healthcare and social protection. The deficit of the municipal budget of Chisinau in 2023, according to the project, will exceed 547 million lei. It is planned to be covered by internal loans and the issuance of municipal bonds (750 million lei), external financing (119.4 million lei), the balance of funds in the accounts of the municipal budget at the beginning of January 2023 (70 million lei), sales of apartments by the population (1.5 million lei). When projecting municipal budget revenues, the main parameters of the fiscal policy for 2023 were taken into account.
