
Moldova will simplify and de-bureaucratize the procedure for authorizing the construction of electronic communications networks and engineering networks.
This is provided for by the relevant amendments to the Law on Access to Property and Sharing of the Related Infrastructure of Public Electronic Communications Networks, as well as to the Law on Permission to Perform Construction Works, which Parliament adopted in the second reading. The bill specifies the types of work that can be carried out without a town-planning act and without a building permit. The new provisions relate to the installation of engineering networks and electronic communications networks and elements of the associated infrastructure of these networks (temporary installations consisting of easily dismantled elements) on or inside existing real estate objects: buildings, structures. Another type of work is the installation of internal access networks in infrastructure (structured cabling systems and technological rooms) for the installation of equipment and other infrastructure elements of internal access networks from buildings. The third type of work is the maintenance, repair, replacement and re-technologization of engineering networks and electronic communications networks and elements of the associated infrastructure of these networks. The bill also regulates the connection of subscribers to engineering and electronic communication networks. According to the authors of the legislative initiative, the lack of a specific and unambiguous legal framework in the relevant area significantly increases the time and costs for the modernization and expansion of electronic communication networks and other engineering networks. This fact affects consumers, economic agents, as well as public and private institutions.
