
Moldova is developing SEED + system for electronic data exchange with CEFTA countries.
A comprehensive data exchange system that will allow tracking the movement of goods in the exchange of goods between the countries participating in the Central European Free Trade Agreement (CEFTA) will be developed for the Moldovan Customs Service and a number of other government agencies that issue permits for international trade. The system is being created as part of a project supported by the German Agency for International Development (GIZ). Its budget is 350 thousand euros, of which 250 thousand euros is provided by the GIZ, and 100 thousand euros is the contribution of the Moldovan government. According to the Customs Service, the day before, a working meeting was held with representatives of all parties to the project, including the secretariat of CEFTA, GIZ, the Ministry of Economy, the National Agency for Food Safety, and the National Agency for Medicines and Medical Devices. It is planned that the SEED + system will be used to transmit preliminary information on the delivery of goods to all agencies involved in their verification, thereby speeding up the customs clearance process and simplifying trade processes between CEFTA countries. SEED + will include an Authorized Economic Operator module that will ensure mutual recognition of Authorized Economic Agents among all CEFTA states (Albania, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Serbia and Kosovo). Mutual recognition will enhance the security of the entire supply chain and facilitate trade. Together with the implementation of the information system, it is planned that Customs will take over and implement a Joint Risk Management Strategy, which provides for the development of common risk profiles between Customs authorities of CEFTA countries and the early exchange of data on this segment through SEED +.
