
The Association of Foreign Investors has presented the 7th edition of the White Book, which contains recommendations to the authorities in 10 main areas.
For the first time this year, recommendations of foreign investors for the banking and financial industry and the insurance sector have been separately formulated, the remaining 9 sections of the White Book have been preserved from the previous issue: the justice system, tax legislation, labor relations, competition, waste management, digitalization of the economy, medicine and pharmaceuticals, land relations, telecommunications. Proposals for each section during the presentation of the White Book on September 27 were voiced by representatives of FIA member companies: Sudzucker-Moldova, Draexlmaer, Bordnetse (SEBN), Metro Cash & Carry, Efes Vitanta Moldova Brewery, Moldcell, Medpark, Orange Moldova and Moldindconbank. The FIA advocates a real, not declarative fight against corruption, reform of the justice system and decriminalization of economic crimes. Foreign investors urge the authorities to ensure predictable, transparent and clear tax rules, consult on projects, and provide a transitional period for the entry into force of documents. Investors propose to approve a uniform methodology for calculating local fees for all local authorities; provide tax deductions for optional health insurance for employees; to increase the nominal value of food coupons from 45 to 100 lei; to exclude the limitation of about 35 lei on the expenses of companies for the transportation of employees. In the field of labor relations, the FIA proposes to provide an opportunity to conclude labor contracts for 2 years and suspend them in the event of an unjustified absence of an employee, to increase the probationary period from 3 to 6 months, to allow annual leave of 20 working days instead of 28 calendar days, to simplify the transfer of workers from one to another division, to expand the areas where day laborers can be employed, to eliminate the obligation for military registration of workers, etc. The FIA advocates for reducing the shadow sector of the economy, which accounts for about 25% of the country's GDP, offering to amend the competition legislation, exclude trade patents, etc. Members of the organization are asking for improvements in legislation on the management of electrical and electronic waste, to introduce a regulatory framework to prevent the generation of food waste, to stimulate the storage and recycling of waste, as well as the use of recycled packaging. The FIA continues to insist on minimizing the physical interaction between business and government, proposing to simplify the procedure for issuing a digital signature, stimulate e-commerce, etc. In the healthcare system, the most important issue is the creation of an electronic patient card, the development of E-Sanatate, automation and data exchange, and in the field of land relations - the development of a new Land Code, providing legal entities with foreign capital in the authorized capital with the opportunity to acquire agricultural land. Investors from the telecommunications sector propose to reduce fees for porting telephone numbers, exclude the use of a 2.5% levy on sales of mobile services, simplify procedures for authorizing network construction, transfer the National Agency for Regulation of Electronic Communications and Information Technologies of the Republic of Moldova to the subordination of parliament, etc. In the banking and financial industry, it is proposed to develop electronic banking services, allow in relations with the bank to use a driver's license along with an identity card, regulate activities related to the seizure of accounts, simplify the procedure for opening bank branches, create a commodity exchange, introduce a number of special documents, etc. Recall that the FIA was created in 2003 and today represents interests of the largest enterprises of Moldova with foreign capital.// 27.09.2021 — InfoMarket.
