
The Ministry of Finance has developed regulations to ensure the legal trading activities of domestic producers.
In particular, the department submitted for public consultations a draft Regulation on regulating the issuance and accounting of the manufacturer's declaration and home manufacturer's declaration forms. The project is aimed at establishing uniform rules for all individuals who sell agricultural products grown in their own households. This project proposes to approve the sample, the procedure for filling out, registering and accounting for the manufacturer's declaration, as well as the procedure for summarizing and analyzing the data contained in it, using the Automated Information System "Repayment of Tax Liabilities through the Service for the Collection of Local Taxes and Levies". This will make it possible to create a centralized accounting of domestic producers of agricultural products, to check the origin and quality of the goods they sell. The manufacturer's / home manufacturer's declaration indicates the name of the product, the quantity and weight of the product at the beginning of trade, the balance at the end of the trade, the amount received from the sale of products, data of the individual manufacturer, etc. The manufacturer's declaration will be kept on the books of the market administration or, in the case of substitutions , - local public administration authorities before the generalization and within 1 year after the generalization. Recall that domestic producers are individuals who receive agri-food products as a result of their own labor or together with family members through the development of personal land plots (households) or a land plot in gardening partnerships, privatized horticultural plots, in order to meet the needs for agri-food products and other household (family) needs, and not included in the concept of a merchant. According to the amendments to the Law on Internal Trade, which will come into force on October 2, domestic producers will be able to trade in surplus seasonal agricultural products, provided that they meet food safety and sanitary and veterinary standards. The law stipulates that domestic producers are not subject to state registration as entrepreneurs. Local public authorities will be able to independently decide on the establishment of a market fee for domestic producers, however, if such a fee is approved, it will not be able to exceed 0.5% of the minimum guaranteed amount of wages in the real sector established by the government.
