
In 2020, the Ministry of Health and its subordinate structures were unable to obtain external loans for the implementation of projects in the amount of about 420 million lei.
This is stated in the audit report of the Accounts Chamber, prepared following the results of the audit of the consolidated financial statements of the Ministry of Health, Labor and Social Protection and more than 40 subordinate structures. The auditors stated that, in general, the department's financial statements reflect the real picture, but with some reservations. Thus, the department erroneously underestimated the value of the group of accounts “Land plots” by 32.2 million lei due to the fact that the real value of 22 plots with an area of about 36 hectares was not estimated. In 2020, the Ministry of Health allocated subsidies to subordinate structures in the amount of 186 million lei, however, there is a lack of regulations in the planning, selection, approval, provision and monitoring of the use of these funds, which led to violations in the use of 24 million lei. Inaccuracies were also revealed when reflecting the generated debts and their argumentation in the financial statements, for example, for three institutions, debts in the amount of 1 million lei were erroneously indicated. The Accounts Chamber notes that such situations are associated with non-compliance or misinterpretation of financial reporting rules, as well as insufficient control by the management and financial service of state institutions. The Accounts Chamber auditors note that this affects the quality and reliability of the data provided. Last year, due to the pandemic, the activities of some institutions were suspended, for example, rehabilitation centers. Because of this, incomes decreased by about 514 million lei. Also, 226 million lei were not allocated and not used from the budget, and foreign loans in the amount of 420 million lei were not received for the implementation of projects financed by international financial organizations. The auditors were unable to verify the compliance of the financial statements with the real situation on the property on the balance sheet of the Ministry of Health, which is located on the territory of Ukraine. They noted that in case of damage to this property and lack of rights to land, Moldova may lose its rights to fixed assets in 2 rehabilitation centers in Sergeevka. It is also noted that last year all the economic indicators of the activities of objects located abroad worsened: the number and cost of services decreased, while expenses for building materials, repairs, household goods were registered.
