AmCham Moldova stands for loyal competition and ensuring equal conditions for the activities of all participants in the payment services market.

AmCham Moldova sent a letter to the State Tax Service and other government agencies with a request to take part in an online meeting of DT Talk with members of the organization to discuss issues related to fair competition in the payment services market, including the activities of unregistered payment service providers and ensuring equal conditions for all participants in the payment services market. In the letter, AmCham refers to legal requirements related to the registration and legal activities of payment service providers. However, the market recorded illegal activities of a number of organizations that do not have the mandatory elements of a payment service provider (license, cash register equipment, registration with the State Tax Service, control, etc.). AmCham emphasizes that the STS did not report any measures against such organizations. At the same time, officially registered payment service providers invest in the development of software solutions and the purchase of equipment, in the recruitment of personnel responsible for compliance with regulatory rules and regulations related to prevention and money laundering. “This directly affects the cost of the services provided. Compared to unregistered competitors, the activities of legal organizations become financially unattractive. The business community expects to ensure loyal competition, applying uniform approaches to all payment service operators and adhering to the compliance standards and mechanisms provided for by the law, ”says AmCham. The organization recalled a previously announced proposal to amend the government decree on the use of cash register equipment in the implementation of settlements and to allow the withdrawal of cash at the cash desk for payment services (by payment service providers and payment agencies). Amcham also cites international experience in this area. For more detailed discussions, representatives of government agencies are invited to take part in the DT Talk format.//16.06.2021 — InfoMarket.
