
Moldova may receive new EU assistance within the framework of the budget approved by the European Parliament of the Instrument for Neighborhood, Development and International Cooperation "Global Europe" for the period up to 2027.
In particular, the European Parliament and the Portuguese Presidency of the EU signed regulatory rules establishing the Instrument for Neighborhood, Development and International Cooperation - "Global Europe" (NDICI-Global Europe) for 2021-2027. As noted on the website of the European Council, NDICI-Global Europe is the main financial instrument for the EU's external actions and is of the greatest importance in light of the dire economic and social consequences of the COVID-19 pandemic for the whole world. With funding of 79.5 billion euros at current prices for 2021-2027, a 10% increase over the previous budget cycle, this instrument will cover EU cooperation with all third countries. As noted, the NDICI-Global Europe tool will consist of three main parts. The first is the geographical component, which will facilitate the development of cooperation with partner countries in the European Neighborhood regions, sub-Saharan Africa, and will cover the Asian and Pacific, American and Caribbean regions. This resource will focus on improving governance, inclusive growth, and achieving climate and environmental goals. Countries belonging to the European Neighborhood will be able to benefit from European policy programs to support and develop regional cooperation and integration into the EU internal market. The total funding for this area is provided in the amount of 60 billion 388 million euros, of which 19 billion 323 million euros are allocated to the European Neighborhood region. The second component of the NDICI-Global Europe tool is thematic. It provides for the allocation of 6 billion 358 million euros to achieve sustainable development goals at the global level, including the development of civil society. EU programs will focus on supporting human rights and democracy, stability and peace, as well as overcoming global challenges in health, education and training, protection of women and children, social protection, culture, migration and climate change. The third component of the EU's instrument of international cooperation is quick response, for which 3 billion 182 million euros are allocated. This area will cover crisis management, conflict prevention and peace development. It also provides 9.53 billion euros for the "airbag", which, if necessary, can replenish any of these programs, to overcome unexpected crises and events and to quickly respond to new crises. The NDICI-Global Europe tool is designed to help respond quickly and flexibly to developments in a rapidly changing world. This financial program provides for the allocation of a reserve of 9 billion 534 million euros.
