This and other proposals for amendments to the fiscal policy for 2021 were presented by the deputy of the Action and Solidarity Party (PAS) Radu Marian during a briefing on Friday. According to him, during the pandemic crisis, especially in the field of HoReCa, there were great difficulties in fulfilling the tax obligations of companies, especially in terms of paying social security contributions to salaries. Automatic withdrawal of late tax penalties is a harsh approach for companies that met all of their tax obligations before the crisis. Another proposal concerns the application of a zero rate to the reinvested amount of income tax for micro-enterprises (with up to 9 employees). This measure will help the most vulnerable economic agents retain their workers, pay salaries and invest in business development. According to the deputy's calculations, more than 50 thousand enterprises can take advantage of this measure, while the state will receive in the budget just by 15-20 million lei less. PAS also proposes to increase the budget of the loan guarantee program to 2 billion lei. Currently, within the framework of this program, guarantees were provided for 200 million lei, which is about 0.1% of GDP. For comparison, in Romania, in just one month since the introduction of the loan guarantee program, the amount of guarantees amounted to 1% of GDP. Another initiative is the application of a 12% VAT on e-commerce transactions. According to Radu Marian, online trade in Moldova is developing very slowly, accounting for about 1% of the total sales. The proposed measure will help to reduce the phenomenon of the shadow economy - many companies will start to work "in white". The MP also noted that the proposed amendments to the excise policy in relation to "cigarillos" and an increase in the minimum indicative prices for cigarettes. “The cost of cigarettes today jeopardizes public health by making smoking attractive. At the same time, tobacco consumption has serious consequences: the damage to the state from it is estimated at 3.3 billion lei per year, ”said Radu Marian.
