
The Chisinau municipal budget for 2021 is proposed to be approved with a deficit of about 1 billion 290 million lei.
According to the draft document, the total revenues of the Chisinau municipal budget in 2020 are planned at 4 billion 667.2 million lei, which is 6.8% more than the approved amount for 2019.Of the total planned revenues, about 56.7% will be transfers from the state budget, 26.9% - deductions in the form of taxes and fees, 14.4% - own income, 1.5% - receipts from the provision of paid services, 0.3% - income from leasing municipal property, 0.2% - receipts from the acquisition of foreign currency by individuals in the foreign exchange offices, 0.01% - internal voluntary donations from budgetary institutions. Municipal budget expenditures for 2021 are planned at 5 billion 957.1 million lei, which is 27.8% more than the expenditures approved for 2020. About 56.2% of expenditures will be socially oriented: more than 3 billion 346.6 million lei (+ 6.6% compared to the approved amount for 2020) will be directed to education, health care and social protection. Approximately 39.06% of expenses will be used for public utilities and road facilities, 3.14% of funds for the implementation of the investment and capital repair program. 3.3% of funds will be spent on the maintenance of the executive apparatus and administrative bodies: about 195.8 million lei (+ 20.6% by 2020), other expenses will amount to about 2.1% of the municipal budget. The 1 billion 289.9 million lei deficit of the 2021 municipal budget is planned to be covered through the sale of apartments (2.5 million lei), external loans to finance projects (220.2 million lei), internal and external financing (342.6 million lei), the balance of funds in the budget in early 2021 (50 million lei).
