The EU's €1.9 billion assistance package for Moldova for 2025–2027 will focus on economic modernization, infrastructure development, and accelerating structural reforms

This was discussed during the 6th coordination meeting held by the Organization for Development of Enterprises (ODA) with development partners. This event was dedicated to strengthening cooperation with development partners and presenting the results achieved in supporting the small and medium enterprise sector. The meeting brought together representatives of government agencies, international partners, financial institutions, and beneficiaries of entrepreneurship support programs to present the ODA's results for 2025 and strategic priorities for the upcoming period. At the beginning of the event, Minister of Economic Development and Digitalization Eugen Osmochescu emphasized the important role of partnerships in developing the business environment. According to him, the consolidation of financial instruments and the integration of SME support into a single framework represent a decisive step toward increasing the competitiveness of the national economy and bringing it closer to EU standards. Eugen Osmochescu noted that, in the context of Moldova's commitments, particularly under the EU-supported Growth Plan, these efforts are taking on an unprecedented strategic scope. This includes an assistance package estimated at approximately €1.9 billion for 2025–2027, aimed at modernizing the economy, developing infrastructure, and accelerating structural reforms. The head of the Ministry of Economic Development and Digitalization noted that modernizing the ODA and strengthening its investment role will facilitate access to finance, support exports, and facilitate the green and digital transition of the economy. Vadim Codreanu, Director of the ODA, presented the key institutional achievements for 2025, emphasizing that the past year marked a significant milestone in the ODA's institutional consolidation. "We integrated grant instruments into a single structure by launching CREȘTEM IMM, expanded access to financing through Program 373 and investment products such as FACEM BGK and FACEM Impact, and developed modern guarantee and financing mechanisms. At the same time, we promoted the digitalization of services and internal management and evaluation capabilities. These results were made possible thanks to the ongoing support of development partners, to whom we express our gratitude for their significant contribution to the development of the entrepreneurial ecosystem in Moldova," he stated. According to the data presented, in 2025, financing for 810 investment projects worth MDL 346.4 million was approved through the Entrepreneurship Development Organization. This assistance secured planned investments of over MDL 652.83 million in the national economy. Of the total number of beneficiaries, 534 projects were financed from the state budget, 158 received support from the European Union through the "EU for Small and Medium Enterprises" project, and 111 projects received assistance under a program financed by the government and the World Bank Group. Seven companies are also receiving support under the "EU4Moldova: Local Communities" program, funded by the European Union and the governments of Germany, Austria, and Poland and implemented by GIZ, ADA, and SFPL in Moldova. ODA also mobilized financial resources for SMEs through guarantees and financial products. During a session dedicated to cooperation prospects, ongoing and planned initiatives were presented aimed at increasing energy efficiency and sustainability of SMEs, digital transformation and innovation, developing business support infrastructure, diversifying financial instruments, and supporting exports.
