This is stated in the latest study, “the Moldovan Economic Trends,” compiled by the National Institute for Economic Research (INCE). According to the Public Services Agency, in January-June 2025, 5,099 new enterprises were registered in Moldova, while 5,802 enterprises ceased operations. In the first half of the year, the number of newly registered enterprises was 16.9% higher than in the same period last year, while the number of enterprises removed from the state register increased by 0.6%. According to calculations by INCE economists, who analyzed the evolution of the net number of newly created enterprises in the first half of 2020-2025, there is a general trend of a steady decline in the net number of newly created enterprises, with the number of exclusions from state registers almost always exceeding the number of registrations. "The negative balance characterized the entire period under review, with the sole exception of the first half of 2022, when the number of registrations (3,255) exceeded the number of companies removed from the state registers (2,272). In the first half of 2025, the downward trend in the net number of newly created enterprises intensified: the net balance was 703 units. This dynamic signals a structural problem: difficulties in supporting entrepreneurial initiatives until they reach maturity and a high failure rate among young firms. In essence, the business environment generates more exits than entries, which reduces the economy's ability to renew itself and create jobs through private initiatives," the INCE study notes.
