This is stated in the final document adopted by EU leaders following the European Council meeting held on October 23 in Brussels. A separate section of the document was devoted to Moldova. It notes that the European Council highly appreciates the firm commitment and effective measures taken by the Moldovan authorities to protect the integrity of the recent electoral process and ensure free and fair elections, despite Russia's ongoing hybrid actions aimed at undermining the country's democratic institutions. As noted, the European Union will continue to work closely with Moldova to strengthen the country's resilience and stability and will seek to learn from its experience. At the same time, the European Council reaffirms the EU's strong support for Moldova in its accession process and welcomes the significant progress achieved to date. It is emphasized that the European Council calls on Moldova, the EU Council, and the European Commission to continue working on the accession process in accordance with a merit-based approach. The thematic group on fundamental principles will be opened first and closed last, and subsequent thematic groups will be opened as conditions are met, in line with the enlargement methodology. The European Council stated that it takes note of the European Commission's assessment that the thematic groups on fundamental principles, the internal market, and external relations are ready to be opened. Deputy Prime Minister for European Integration Cristina Gherasimov noted that at the European Council meeting in Brussels, EU leaders confirmed their strong support for Moldova's European path. "The conclusions of yesterday's European Council meeting in Brussels give us great confidence.
