ANRE discussed with suppliers the practical implementation of the decision on the gradual liberalization of the gas market for large and medium-sized non-household consumers

In particular, this was discussed during a working meeting held by the National Agency for Energy Regulation (ANRE) with the participation of natural gas supply license holders, representatives of the Romanian Commodities Exchange, the Natural Gas Supply Association, the Ministry of Energy, and the Energy Community Secretariat. The meeting addressed issues related to the implementation of the ANRE resolution of September 30, 2025, on the schedule for the gradual liberalization of the natural gas market for large and medium-sized non-household consumers. During the discussions, participants touched upon practical aspects of applying the new provisions and noted a number of proposals regarding the regulatory framework that require additional clarification or amendments to ensure the consistent and uniform implementation of the natural gas market liberalization process. ANRE experts stated that they would analyze the participants' proposals and, if necessary, initiate adjustments to the regulatory framework in conjunction with interested parties. ANRE representatives emphasized the importance of creating a fair competitive environment that will ensure equal conditions for all market participants and guarantee the provision of quality services and accurate and transparent information. At the same time, the role of ANRE in monitoring the market and preventing anti-competitive practices in order to promote the development of a functional and sustainable natural gas market in Moldova was noted. In conclusion, ANRE's management reaffirmed the agency's commitment to promoting ongoing and constructive dialogue with sector operators and to contributing to the strengthening of a modern regulatory framework focused on consumer protection, improving the efficiency and transparency of market processes in line with European standards and commitments made under the Energy Community Treaty. As previously reported, ANRE approved the calendar for the liberalization of Moldova's natural gas market, according to which large non-household gas consumers with a consumption volume exceeding 100,000 cubic meters of gas per year will be required to purchase it only at market and contractual prices from April 1, 2026. Medium non-household consumers with consumption volumes between 10,000 and 100,000 cubic meters of gas per year must switch to the free market from April 1, 2027. Household consumers, small businesses that are not households, as well as institutions and enterprises providing essential social services (health care, basic social assistance, emergency services, security, education, or public administration) will continue to use services at regulated prices, but with the right to choose the free market. ANRE emphasizes that the liberalization of the natural gas market is a strategic step in the modernization of Moldova's energy sector. By stimulating competition and strengthening energy security, this process provides end users with access to quality services, fair prices, and greater freedom of choice. At the same time, the calendar approved by ANRE contributes to reducing external energy dependence, developing a more sustainable domestic market, and fully integrating Moldova into the European energy market, which will bring long-term benefits to the national economy and every consumer. // 23.10.2025 — InfoMarket.
