The e-Governance Agency and the Ukraine-Moldova American Enterprise Fund (UMAEF) have signed a memorandum of understanding for strategic partnership with the aim of continuously developing the EVO ecosystem and promoting technological innovation in Moldova

The document was signed by Nicoleta Colomeet, Director of the e-Governance Agency, and Jaroslawa Z. Johnson, President and CEO of UMAEF. It establishes cooperation for 2025–2026, confirming UMAEF's valuable support for the modernization of public services through innovation and technology. The memorandum was signed during a visit to Chisinau by the UMAEF Board of Directors, accompanied by representatives of the US State Department and the US Embassy, with the participation of Minister of Economic Development and Digitalization Doina Nistor. The partnership between the parties will be implemented through a joint action plan focused on strategic areas of Moldova's digitalization, including: modernization and continuous development of the EVO 2.0 application and the government's digital ecosystem; creation of new digital functions and modules for citizens and the business environment; the introduction of a unified digital design system for all public services; strengthening the technical and professional capacity of the e-Governance Agency team through international training and certification; and developing a sustainable economic environment through innovative digital solutions. "Thanks to this strategic partnership, which confirms the valuable support of UMAEF, we are accelerating the innovation process and preparing to launch EVO 2.0 with enhanced functionality and real benefits for all users. The collaboration with UMAEF has played a key role in the development of the EVO application and the modernization of public services through innovation and technology. EVO is the core of digital transformation in Moldova and a model of digital governance for the entire region, created with the needs of citizens and the business environment in mind," said Nicoleta Colomeet. "The partnership between the e-Governance Agency and UMAEF contributes to the continuation of Moldova's digital transformation process. EVO 2.0 is not just an app, but a gateway to modern, transparent, and efficient governance that saves citizens time and reduces bureaucracy in the business environment. The ongoing support of our American partners helps us accelerate this process and bring Moldova closer to European digitalization standards," said Doina Nistor. In version 2.0, EVO "aims to usher in a new era in the interaction between Moldovan citizens and public authorities." The time required to obtain a certificate or permit will be significantly reduced, processes will be automated, and the involvement of officials will be minimized. Whether in the country or abroad, citizens will have fast, intuitive, and secure access to public services. EVO 2.0, scheduled to launch in the next six months, will bring significant improvements to users: a version 2.0 digital document module based on European standards; a modernized digital experience with a more intuitive, accessible, and user-friendly interface; optimized application performance by switching to proprietary technologies (Kotlin and Swift) to improve stability and security; integration of the MDocs platform for storing and exchanging documents created within the framework of public services; access to electronic prescriptions in the “Healthcare” module; quick access to electoral information and proactive notifications; simplified payments for taxes, services, and government payments to citizens. At the same time, the e-Governance Agency and UMAEF will work together to develop the skills of the e-Governance Agency team through training programs and international certification. The EVO app will be a comprehensive digital solution that will bring together all interactions between citizens, the business environment, and the state in one place, providing easy access to digital documents, e-government services, and official data. The app can be downloaded to the phone for free. To use all the features offered, authentication with an electronic signature is required. The memorandum of understanding signed with UMAEF is a strategic step in accelerating the digitalization process in Moldova. UMAEF is an organization created by the US government to support economic and entrepreneurial development in Ukraine and Moldova through investments and programs that support innovation and digitalization. Over the past two years, the organization has made a significant contribution to the consolidation of the EVO ecosystem, both directly and through the Office of Reforms of the Ministry of Economic Development and Digitalization.
