
The Moldovan government has approved the allocation of 253.6 million lei from the 2025 state budget for key reforms
This constitutes the bulk of the 400 million lei provided for in the 2025 budget law to finance economic reform measures in line with Moldova's Growth Plan. According to the decision, the Ministry of Economic Development and Digitalization will receive 90.8 million lei, of which 50 million lei will be allocated to support economic agents, 36 million lei to create production and technical infrastructure for multifunctional platforms, 3 million lei will be allocated to strengthening national cybersecurity capabilities to detect, prevent, and respond to cyber incidents in accordance with the new National Cybersecurity Action Plan for 2025-2030; 1.8 million lei for promoting and facilitating the implementation of European standards in the national economy with a view to bringing products and services into line with EU legislation and strengthening the structures of the national standardization body, as well as participating in European and international standardization activities. The Ministry of Labor and Social Protection will receive 42 million lei, including 34.5 million lei to promote labor market policies, including measures to support young people employed in strategic sectors, and 7.5 million lei to strengthen services to combat violence against women, domestic violence, and protecting victims of human trafficking, as well as expanding these services by creating two new services. The Ministry of Internal Affairs will receive 29.8 million lei, of which: 25.8 million lei will be allocated to strengthening integrated border management by developing second-line controls at border crossing points open to international traffic, including through biometric controls and fixed and mobile surveillance systems; 4 million lei will be allocated to expanding access to quality public safety services by improving the police management system, as well as reducing response times to citizens' calls and providing quality public services. The Ministry of Infrastructure and Regional Development will receive 21.1 million lei to increase the number of places in public childcare facilities by providing additional premises for nursery groups. The Ministry of Energy will receive 15.2 million lei to implement an energy market management system and connect telecommunications infrastructure (construction of a fiber-optic network) to connect to the Romanian transport electricity networks. The Ministry of Culture will receive 6 million lei to support entrepreneurs in the tourism sector, develop and digitize tourism offerings, and promote sustainable development principles. The Ministry of Health will receive 4.7 million lei, of which: 3.6 million lei will be allocated to the launch of a national licensing system for healthcare professionals and the development of a regulatory framework for the digitization of healthcare services; 1.1 million lei for the start of hospital system reform aimed at decentralizing specialized medical care and developing an integrated regional network of medical referrals. The Ministry of Education and Science will receive 5 million lei to strengthen integrity in Moldovan universities by introducing measures to combat corruption and fraud, creating a national platform to combat plagiarism with strict internal quality assurance procedures, promoting the accreditation of doctoral programs, and increasing the country's compliance with the Bologna Process and the standards of the European Higher Education Area (EHEA). The Ministry of Finance will receive 2.5 million lei to adopt a national strategic program for the protection of EU financial interests, ensuring a structured and coordinated approach to the prevention, detection, and investigation of fraud, including through the digitization of the national anti-fraud system. The Ministry of Environment will receive 1.1 million lei for reforming the National Environmental Fund and adopting clear and transparent rules and criteria for project selection. In addition, the Public Property Agency will receive 29.7 million lei, including 20 million lei for the reorganization of the state-owned enterprise “Railways of Moldova” (demarcation, valuation, and registration of assets, registration of property in the Register of Real Estate Transferred Rights) and replacement of financial management systems; 3.7 million lei for the development of an investment profile for state-owned enterprises for which privatization procedures will be launched; 6 million lei to ensure state participation in the authorized capital of a new stock exchange to be established. The Competition Council has been allocated 4.7 million lei to ensure the independence and effectiveness of its activities as a key market regulator: the funds will be used to modernize analytical tools and strengthen enforcement of competition law. The National Bureau of Statistics will also receive 0.1 million lei to strengthen the country's statistical system by expanding the production and dissemination of official statistics in accordance with EU standards. The National Health Insurance Company (CNAM) will receive 0.917 million lei to start the process of health technology assessment (HTA) and to begin the assessment of at least two innovative medicines on the positive reimbursement list for areas with a high disease burden. The explanatory note from the Ministry of Finance emphasizes that without the allocation of these resources, there is a risk of failure to meet commitments to carry out reforms and implement a number of measures from the Growth Plan by the end of this year.
