
The term of Moldova’s Investment Promotion Program “373” has been extended until December 31, 2028, and its budget has been increased to 8 billion lei
The government made the relevant amendments to the program at its meeting on August 20. The program sets new goals, including the provision of at least 2,000 investment loans totaling 8 billion lei, as well as improving the financial efficiency and productivity of at least 60% of beneficiaries. In particular, it is planned to increase the number of enterprises informed about the program's advantages from 5,000 to 10,000 and the number of investment loans issued from 1,000 to 2,000, as well as to improve the financial efficiency and productivity of at least 60% of beneficiaries. The total amount of investment loans offered will also double, from 4 billion to 8 billion lei. An important innovation is that entrepreneurs will be able to combine loans provided under the “373” program with other forms of non-repayable financial and non-financial assistance administered by the Organization for Entrepreneurship Development (ODA). The “373” investment incentive program was launched in July 2023 and is constantly being adapted to better meet the needs of entrepreneurs. To date, more than 1,100 loans have been granted under the program to approximately 850 recipients for a total amount of 3.6 billion lei. The enterprises supported by the “373” program employ about 13,000 people, and another 2,600 jobs are planned to be created in the coming years. It is noted that the supported projects cover all regions of Moldova. The largest investments were made in the Central region and Chisinau municipality, with 1.7 billion lei each. The Northern region attracted about 850 million lei in investments, and the Southern region, including Gagauzia, more than 500 million lei. Financial assistance was directed to various sectors of the economy. The largest share of investments went to energy production and supply (41%), followed by manufacturing (16%) and transport and storage (14%). The program also supports entrepreneurs in other key areas, such as agriculture and healthcare, contributing to the consolidation and diversification of the national economy.
