
The Parliament of the Republic of Moldova adopted in the second reading amendments to the Law on the State Budget for 2025, increasing its revenues and expenditures by 647.7 million lei
In particular, the revenue side of the state budget for 2025 increases by 647.7 million lei (+0.9%) - from 75 billion 284.8 million to 75 billion 932.5 million lei, and the expenditure side - also by 647.7 million lei (+0.7%) - from 93 billion 191.1 million to 93 billion 838.8 million lei. The deficit of the state budget of Moldova will remain the same - 17 billion 906.35 million lei. The bill is aimed at adjusting the budget indicators of revenues and expenditures, taking into account the level of revenue execution for 5 months of the current year and the financial resources that will be accumulated in the state budget. Legislative amendments were made to finance some additional measures to support the population. Thus, all students in grades I-IX (about 295 thousand) will receive a one-time assistance of 1,000 lei to prepare for school. For these purposes, 300 million lei will be allocated to the state social insurance budget. 50 million lei will be allocated to strengthen the reorganization and social support capacities of the employees of the state enterprise Moldova Railways. An additional 50 million lei were also provided for the Government Intervention Fund so that the Cabinet could intervene to eliminate the consequences of possible emergencies. It was also planned to redistribute allocations according to needs in various areas, including about 100 million lei allocated for the reconstruction and equipping of food service facilities in educational institutions, redistribution of allocations within the framework of projects financed from external sources, as well as an increase in allocations provided in the state budget to ensure the provisions of the regulatory framework for wages in the budgetary sphere. As for the revenue side, VAT revenues on goods produced and services rendered in the country will increase by 300 million lei, based on the level of revenue execution for 5 months of the current year. Likewise, revenues collected by budgetary institutions or authorities will increase by 38.8 million lei. Grant payments for projects financed from external sources will increase by 38.8 million lei. During the second reading, the deputies proposed 26 amendments to the Law on the State Budget for 2025, of which the government supported only 10. The amendments initiated by the deputies provided for additional expenses of 275.1 million lei, including 4 million lei in the form of transfers to local budgets, as well as the redistribution of budget funds by 22.2 million lei and changes in the remuneration system of public sector employees. Having considered all the arguments of the authors of the amendments, the government supported 10 amendments. They concern the increase of the salary fund in the Prosecutor General's Office (by 6.4 million lei), the redistribution of payments to some departments, clarifications on infrastructure projects, the allocation of 20 million lei to the State University of Moldova. Expenditures on integration, infrastructure and education were partially supported. The salaries of more than 10 thousand employees of the social system will increase by 10%. These are professional assistants to parents, personal assistants, social workers, etc. An amendment was adopted in the second reading, which provides for the allocation of 4 million lei for the renovation of the educational building of the Academy of Music, Theater and Fine Arts. Additional funds were also allocated for the restoration of the Vasile Alecsandri Theater in Balti and for the completion of the B.P. Hasdeu Theater in Cahul.
