The EIB will provide Moldova with a EUR 143.5 million loan for the optimization and modernization of the Chisinau district heating system as part of a major project with a total budget of EUR 326.5 million
In particular, the Moldovan government approved the signing of the relevant loan agreement with the European Investment Bank (EIB) and authorized the Minister of Energy Dorin Junghietu to sign this document. The aforementioned EIB loan will complement the financing of other external partners of Moldova for a major project with a total budget of EUR 326.5 million. Thus, the EIB's contribution to the project "Optimization of the District Heating System of Chisinau Municipality" will amount to approximately EUR 143.5 million (44% of its total cost). For the implementation of the aforementioned project, the EIB and the EBRD will each provide Moldova with loans of EUR 143.5 million. The Eastern Europe Energy Efficiency and Environment Partnership (E5P) will provide a grant of €15 million for this purpose, while the EU Neighbourhood Investment Platform (EU NIP) will provide a grant of €24.5 million. According to the Ministry of Energy, within the framework of the project, financed by the EIB in the amount of €143.5 million, more than 2,500 individual heating substations will be installed, 1,665 residential buildings will be converted to a horizontal heat carrier distribution system, 57 buildings will be thermally insulated and their primary heat networks will be rehabilitated. At the same time, two modern heat pump stations will be built. According to estimates, these actions are expected to save approximately 4,600 MWh of primary energy over 20 years, reduce CO₂ emissions by approximately 816 thousand tonnes, and significantly improve energy efficiency and reliability of services provided to end consumers. The central element of the project is the introduction of individual heat consumption metering systems. This component will provide consumers with the possibility to directly control and manage their own consumption depending on the specific needs of each home. The measure will contribute to improving thermal comfort, reducing individual costs and stimulating responsible behavior in the use of energy resources. It is expected that over 300 thousand homes in Chisinau will directly benefit from this modernization.
