Moldovan government approved the National Development Plan for 2026-2028 with a total value of 164 billion 185 million 277 thousand lei

The document includes medium-term priorities for state policy for 2026–2028, which were approved at a meeting of the Inter-ministerial Committee on Strategic Planning on December 27, 2024. The National Development Plan for 2026-2028 brings together the priorities and reform actions set out in the Economic Growth Plan for Moldova approved by the European Union. The Reform and Growth Facility for Moldova was established by the European Commission to stimulate the reforms and investments necessary to accelerate the EU accession process and the growth of Moldova's economy. The National Development Plan for 2026–2028 contains 10 general objectives set out in the National Development Strategy and aligned with the objectives and priorities set out in the national strategic planning framework, as well as seven priority areas set out in the reform agenda for Moldova. The National Development Plan for 2026–2028 describes the priority areas for intervention in the medium term and contains a forecast of the dynamics of the impact indicators set for each general objective, as well as a brief description of the priority reform actions to be implemented by the government in 2026–2028. The document also reflects the total estimated costs of implementing the reform measures set for each general objective and the sources of their financing. Each planned reform action will be implemented within one or more development projects, with a total of 108 country modernization measures (reform actions) to be implemented through 267 development projects. Of the total number of development projects for 2026-2028, 65% ensure the continuity of the National Development Plan (NDP) for 2025-2027, while 35% are new projects. At the same time, the operational part of the Plan includes a list of investment projects proposed for financing from the Reform and Growth Facility for Moldova (Economic Growth Plan for Moldova). To measure overall progress in achieving the priorities and planned reforms, the NDP for 2026–2028 contains a set of relevant impact and outcome indicators, with baseline values and targets for 2028 set for each indicator. The projects planned in the NDP for 2026–2028 will be reflected in the medium-term budgetary framework for 2026–2028 through sectoral expenditure strategies. To this end, the implementation costs for each project have been calculated and the sources of funding indicated, including references to budget subprograms. The total cost of implementing the planned projects is estimated at 164 billion 185 million 277 thousand lei. Of this amount, 10% of the total cost of the projects (17 billion 231 million 380 thousand lei) will be financed from the state budget, 36% (58 billion 916 million 952 thousand lei) from external assistance, and 46% (76 billion 164 million 387 thousand lei) - uncovered costs so far. For 2026, the financial resources needed to carry out the planned reforms are estimated at 63 billion 889 million 554 thousand lei, for 2027 – about 47 billion 801 million 304 thousand lei, and for 2028 – 40 billion 621 million 861 thousand lei. Among the major planned projects are the repair of 200 km of railways and 1,370 km of national roads. In the coming years, thousands of kilometers of roads are planned to be built and modernized, including the Iasi-Ungheni-Chisinau-Odessa speedway, the Balti-Florești-Marculești highway, the access road to the Cosăuți-Yampil bridge, and many roads in rural areas. Two district hospitals will also be built in Balti and Cahul, and 100 new ambulances will be purchased. At the same time, it is planned to create 3,000 new places in nurseries and kindergartens, renovate 90 schools, digitize more than 250 public services, and provide support to more than 3,200 small and medium-sized enterprises. According to the document, the government will continue to expand water supply and sewerage networks in 100 more settlements and invest in the country's energy security by building 70 km of the Straseni-Gutinas high-voltage power line and 90 km of the Balti-Dnestrovsk power line. Over the next three years, the government will focus its efforts on modernizing settlements, improving living conditions, creating jobs, strengthening social and economic infrastructure, ensuring the safety of citizens, and expanding access to digital government services. At the same time, the NDP supports the reforms necessary for Moldova's accession to the European Union by 2030. The implementation of the National Development Plan will be assessed annually on the basis of the results and impact indicators set for each strategic objective. The results will be reflected in the government's consolidated annual report submitted to parliament. The National Development Plan for 2026-2028 is the main instrument through which the government ensures the modernization of the country, the growth of citizens' well-being, and the approximation to European standards. // 29.04.2025 — InfoMarket
