Moldovan Parliament passed in the second reading the 7th package on debureaucratization of the business environment activity in order to reduce the costs of economic agents

This draft law, designed to facilitate the activity of the business environment, will reduce the costs of economic agents for entrepreneurial activity. The legislative initiative was developed by the Ministry of Economic Development and Digitalization with the support of the Secretariat of the Economic Council under the Prime Minister and UNDP. The document contains a number of amendments to the regulatory framework governing entrepreneurial activity and aims to eliminate administrative barriers and unreasonable or outdated requirements. The changes concern the procedure of registration or liquidation of business, internal trade, sanitary examination, external advertising, etc. The authors of the document proposed to amend the Law on Pharmaceutical Activity to establish uniform licensing conditions for pharmacies in rural areas, regardless of whether they are subsidized by the state or not. Thus, equal and non-discriminatory operating conditions will be created for local economic agents opening pharmacies in villages. The Law on Joint Stock Companies is amended to include elements of digitalization and remote communication. The amendments to the Moldovan Executive Code include banks in the list of lessors that can benefit from the fact that the leasing contract has the value of an executive document. The draft law also provides for the extension of the term of validity of the sanitary certificate from 1 to 3 years, regardless of whether the products are imported or not. It has also been proposed to remove some restrictions on wholesale trade. It will also be allowed in premises of less than 400 square meters, and the costs of traders will be correspondingly lower. Other changes concern outdoor advertising: signboards with an area of less than 3 square meters will no longer need a permit. In other cases, the term of validity of permits will be extended from 1 year to 5 years. By the second reading the document was supplemented with provisions regulating the placement of companies on real estate objects that are monuments of national or local importance. The legislative initiative also proposes to lower the ceiling of expert's remuneration for accreditation services rendered. Thus, the ceiling will be reduced from 50% to 30% of the average salary in the economy for each working day. The proposal, designed to simplify business registration procedures, aims to eliminate the obligation to register the data of branch administrators.
