The Government of Moldova has approved the National Integrated Energy and Climate Plan for 2025-2030.

As reported by the Ministry of Energy, this concrete action plan to achieve the country's decarbonization goals was developed with the support of the European Union within the framework of the program "Elimination of the Consequences of the Energy Crisis in Moldova", implemented by UNDP Moldova, as well as with the support of USAID within the framework of the Moldova Energy Security (MESA) project. The National Integrated Energy and Climate Plan for 2025-2030, approved by the Cabinet of Ministers, sets out the priorities, objectives and policies necessary to ensure a sustainable and affordable energy system for all consumers, while setting national targets for renewable energy, energy efficiency and greenhouse gas emissions. The document is based on the 5 priority areas of the Energy Union and describes the state policies and investments that are expected to achieve the goals set in each of them: decarbonization; energy efficiency; energy security; internal energy market; research, innovation and competitiveness. "The development of the National Integrated Energy and Climate Plan contributes to the implementation of the commitments undertaken by Moldova under the Energy Community Treaty, promoting sustainable development and decarbonization of the energy sector," said Energy Minister Dorin Junghietu in the context of the plan's approval. As noted, by 2030, Moldova intends to achieve the national target of ensuring 30% of the share of energy from renewable sources in final energy consumption, maintaining primary energy consumption below 2,949 thousand tons of oil equivalent (toe) and final energy consumption below 2,762 thousand toe, reducing greenhouse gas emissions on the right bank of the Dniester by 68.5%, and compared to 1990, emissions can be reduced by 88%. National Integrated Energy and Climate Plan for 2025-2030 provides for specific actions to ensure energy security, including diversification of energy import routes, strengthening the interconnectivity of the national energy system by building new interconnectors with Romania and ENTSO-E, and developing a new energy strategy until 2050. In the area of energy efficiency, the plan provides for the renovation of residential buildings with the financial support of the Residential Buildings Energy Efficiency Fund, as well as energy savings of 0.8% of the average annual energy consumption as a result of the implementation of energy efficiency measures and new efficient technologies, the installation of smart meters and the promotion of clean and energy-efficient transport. As for the internal energy market, the plan provides for the opening, modernization and liberalization of the internal energy market, the creation of intra-day and day-ahead markets, integration with European markets through the launch of the Moldovan Energy Market Operator, and the creation of cross-border markets for balancing energy systems. As noted by the Ministry of Energy, all EU and Energy Community member states are developing such plans with a deadline of up to 2030, which are reviewed every 5 years in accordance with the Regulation on the Governance of the Energy Union and Climate Measures (part of the Clean Energy for All Europeans package).
