Moldova has approved measures to increase the efficiency and attractiveness of industrial parks and create new parks for innovation.

This is provided for by the relevant legislative amendments the parliament passed in the second reading in order to increase the efficiency of industrial parks. The proposed measures are aimed at stimulating production, sales and tax revenues to make industrial parks in Moldova more efficient and attractive to business. The bill is aimed at optimizing the activities of industrial parks in 3 areas: conceptual, functional and administrative. New industrial parks will be created for companies with growth and innovation potential and existing ones will be modernized and optimized. As planned, industrial parks in Moldova will be divided into 3 categories - general purpose, specialized and multifunctional industrial platforms (type A, B, C). There will be specific rules for each category of parks. An industrial park can be created in one or several territories. If an industrial park is created in more than one territory, the administrative headquarters of the managing enterprise will be located in one of these territories, and the remaining territories will form the platforms of the industrial park. All platforms will be managed by a single management entity. The mode and procedure for business activities and management will be the same on all platforms. The bill will establish the rights, duties and obligations of residents of industrial parks, regulate the benefits offered to companies operating in industrial zones, and clarify the rights and obligations of management companies and residents of industrial zones. More clear rules are provided for land plots that meet the criteria for creating investment platforms on them. As previously noted by the Minister of Economic Development and Digitalization Dumitru Alaiba, as a result of the changes proposed in the bill, it is planned to create new industrial parks in industries with high added value and innovative technologies. The bill will stimulate investments of tens of millions of lei (MDL) in the existing industrial parks. It will allow the creation this year of 2 multifunctional investment platforms in the Ocnita and Glodeni districts in order to stimulate industrial production at the local level. It is also planned to create 2 industrial eco-parks in 2024, technologically advanced and related to Industry 4.0. “In this way, we will make these areas more competitive and efficient. These changes will create a more understandable and attractive environment for investors, which will contribute to economic growth and attract investments worth tens of millions of lei,” emphasized Dumitru Alaiba.
