The relevant bill was reviewed by the State Chancellery at a meeting on June 3. The document establishes the principles and procedures for controlling trade in strategic goods, establishing general rules for this type of activity to ensure national security, promote foreign policy and participate in international efforts to control trade in strategic goods. Strategic goods will include dual-use products (goods, including software and technology, that can be used for both civilian and military purposes, and that can be used for the development, production or use of nuclear, chemical or biological weapons, etc.), military goods (military equipment and other similar products, including software and technologies that are used for military purposes); as well as goods that are subject to special control at the national level (which may affect national security, public order, terrorist activities). For these categories of goods, a clear regime for export and import, pre-registration, indication of destination, etc. will be established, responsible structures that control, issue permits and monitor trade in such goods will be specified. For the first time, the law regulates procedures for safe transshipment, transportation, brokerage support, etc. The bill also provides for the possibility of introducing restrictions on trade in strategic goods, up to the imposition of an embargo against some countries, if they do not fulfill their obligations to Moldova, as well as in the interests of national security and foreign policy, or by decision of international organizations of which our country is a part.
