
In Moldova, in 2024 it is planned to issue government securities on the primary market in the amount of 5 billion lei.
In addition, it is planned to repurchase bonds issued for the Ministry of Finance to fulfill payment obligations arising from state guarantees in the amount of 330 million lei. This is provided for by the draft Law on the State Budget for 2024, approved by the government. According to estimates, as of December 31, 2024, the balance of domestic public debt at nominal value will not exceed 44 billion 566.8 million lei (13% of GDP). At the same time, as expected, the debt on government securities issued on the primary market will not exceed 31 billion 005 million lei (69.6% in the total structure), the debt on converted government securities will not exceed 2 billion 140.6 million lei (4.8% in the overall structure), and the debt on bonds issued for the fulfillment by the Ministry of Finance of payment obligations arising from state guarantees dated November 17, 2014 and April 1, 2015 will not exceed 11 billion 421.2 million lei (25.6% in general structure). As noted in the Ministry of Finance, in 2025-2026 to finance the state budget deficit, it is planned to allocate funds from the net issue of government securities on the primary market in the amount of 5 billion lei annually. Herewith, it is planned to repurchase government securities issued to fulfill payment obligations arising from state guarantees in the amount of 360 million lei in 2025 and 390 million lei in 2026. Thus, it is assumed that in 2025-2026 the balance of domestic government debt at nominal value will increase from 48 billion 9650 million lei at the end of 2025 to 53 billion 706.7 million lei at the end of 2026. As previously reported by the InfoMarket agency, in Moldova the volume of government securities issued on the primary market in 2023, was increased by 3.5 billion lei (almost 2.2 times) - from 3 billion to 6.5 billion lei. According to amendments to the Law on the State Budget for 2023, adopted by Parliament, thus, the repurchase of bonds issued for the Ministry of Finance to fulfill payment obligations arising from state guarantees has been maintained this year at the level of 310 million lei.// 04.12.2023 — InfoMarket.
