Moldova to simplify the registration procedure for small producers and tourist resorts.

In particular, this is envisaged by the legislative amendments passed by the Parliament in the second reading, aimed at facilitating activities in the food sector. The bill was developed by the Ministry of Agriculture jointly with the National Agency for Food Safety. The purpose of the bill is to optimize the package of documents required to obtain permits issued in the field of food safety, to simplify the process of certification of food products, as well as to strengthen oversight of services provided in the catering sector. Thus, the registration procedure for small producers, artisans and tourist boarding houses will be simplified. The document also provides for amendments to some normative acts regulating the following fields: activity with phytosanitary products and fertilizers; sanitary-veterinary activity; trade activity on the Moldovan territory; regulation of business activity through authorization; food hygiene; food safety, etc. Among the provisions of the draft law are: exclusion of the safety certificate (in case of export or re-export) for food products, including packaged ones; simplification of the procedure of issuing sanitary-veterinary authorization for vehicles; reduction of the frequency of sampling, taking into account the specificity and size of the enterprise, provided that the safety of food products is not violated, etc. At the same time, the introduced amendments increase hygienic requirements for equipment, vehicles and/or containers used for preparation, transportation or storage of staple food products. Mandatory sanitary and veterinary authorization of halls and pavilions for the sale of food products of animal origin is proposed. In addition, new rules are provided for the seizure or recall of inappropriate or unsafe food products placed on the market. Another provision of the bill concerns tourist and agritourism guesthouses with food preparation and serving services: they will be able to produce wine from their own raw materials, and the wine can be served or sold directly to consumers. The bill also regulates the procedure for issuing a food safety registration certificate - a document issued by the National Agency for Food Safety, which certifies that the activities of production, processing and storage, import and export of food products of non-animal origin, activities in the field of public catering and in the field of food trade comply with food regulations.
